Access to safe and sustainable drinking water is both a basic community need and an engineering challenge in areas with limited accessibility such as Biatan Sub-district, Berau Regency, East Kalimantan. This article reviews the Environmental Management and Monitoring Effort (UKL-UPL) document for the planned Biatan Lempake Drinking Water Supply System (SPAM), designed with an 80 liter/second intake capacity, two reservoirs with a combined capacity of 2,000 m³, and a distribution network serving approximately 5,000 household connections across five villages. The study applies a descriptive-analytical method to the technical and environmental planning documents, covering baseline environmental conditions, impact scoping across the pre-construction, construction, operational, and post-operational stages, and an assessment of the proposed environmental management and monitoring measures. Key identified impacts include reduced air quality and increased noise from heavy-equipment mobilization, potential degradation of Biatan River surface-water quality as the raw-water source, increased solid domestic and hazardous waste during operation, and shifts in community perception and socio-economic conditions. From an engineering standpoint, the SPAM Biatan Lempake design incorporates environmental engineering principles through the sequential layout of intake, treatment, and reservoir units for hydraulic efficiency, a coagulation-flocculation-sedimentation-filtration-disinfection treatment train consistent with drinking-water engineering standards, and beneficial reuse of treatment sludge. The article concludes that consistent implementation of the UKL-UPL is an essential instrument for a professional engineer to ensure that water-supply infrastructure projects comply with occupational health and safety principles and environmental sustainability, while recommending periodic raw-water quality monitoring and community engagement as part of the engineer's professional and ethical responsibility.
