Abstract

Character education in elementary school needs learning media that make moral values concrete, relatable, and engaging for young learners. This article discusses the design of an interactive digital picture storybook grounded in the local wisdom of Blora as a medium to strengthen the value of humanity associated with the second principle of Pancasila among second-grade elementary school students. The topic is important because character learning may become abstract when it is delivered only through verbal explanations, while local cultural narratives can connect school learning with children’s everyday social experiences. This article uses a descriptive conceptual-development approach based on a review of relevant literature and official cultural information. The proposed media is organized around a child-friendly story in which characters encounter a peer who needs help during a community cultural activity. The narrative uses contextual illustrations, short text, audio narration, clickable story navigation, reflective questions, and simple response activities. Blora’s Barongan tradition is used as a cultural setting, while the central learning outcomes are empathy, respect, helping others, fairness, and non-discriminatory behavior. The article synthesizes the design rationale, learning sequence, assessment indicators, and recommendations for implementation. As no field trial or expert validation data were supplied for this manuscript, the article does not claim measured effectiveness or product validity. Instead, it offers a design framework that can be developed and tested through subsequent research involving media experts, classroom teachers, and second-grade students. The proposed approach is expected to provide a contextual alternative for integrating digital literacy, local culture, and Pancasila character education.
