Partisipasi Masyarakat dalam Implementasi Perda Sagu: Antara Regulasi dan Realitas Sosial di Desa Waelawi, Kecamatan Malangke Barat, Kabupaten Luwu Utara

Abstract

This study analyzes community understanding, forms and levels of participation, implementation barriers, and the gap between Luwu Utara Regency Regional Regulation No. 11 of 2017 on Sago Conservation and Management and the social reality in Waelawi Village, Malangke Barat District. A descriptive qualitative case study was conducted with 10 purposively selected informants, using in-depth interviews, observation, and documentation, analyzed through data reduction, display, and conclusion drawing, with source and technique triangulation. Community understanding of the regulation was low and uneven. Participation was more visible in sago utilization and processing than in policy implementation, and only one of ten informants was active in the sago farmer group. The main barriers were limited information and the regulation not yet being carried out in practice, along with land conversion, long harvest cycles, flooding, transport, and marketing. A gap exists between the formal regulation and the knowledge, experience, and economic needs of the community. Overall, the findings imply the need for active public socialization and concrete, practical programs accompanying the regulation to effectively increase community participation.
