Extreme poverty was a multidimensional problem associated with low human resource quality, limited access to education, weak environmental health awareness, and underutilized local economic potential. This study analyzed the application of the Participatory Action Research (PAR) approach to improve human resource quality through educational programs, environmental health initiatives, and MSME empowerment in Sumber Kemuning Village. The activities used a participatory approach involving diagnosis, planning, action, observation, reflection, and evaluation conducted collaboratively with the community. Data were collected through field observation, interviews, discussions, documentation, and direct participation in community activities. The findings showed that an initial socio-emotional approach built trust and increased community participation. Education on the Smart Indonesia Card for College (KIP-K) expanded educational literacy and access to information about higher education. Environmental initiatives, including communal work and educational media, encouraged collective awareness of cleanliness. Spatial mapping of MSMEs and village potential information boards improved the visibility of local businesses. The study concluded that PAR was effective in strengthening human resource capacity, social capital, and sustainable village development by positioning communities as development subjects
