IMPLEMENTASI PRORGAM PERLUASAN JANGKAUAN UMKM DI KABUPATEN BALANGAN

The regions in accordance with their authority make arrangements regarding the development, arrangement and guidance of UMKM, but unfortunately there are still several obstacles such as: limited facilities and minimal empowerment from the relevant agencies. For this reason, this study aims to find out about the implementation of the UMKM outreach expansion program in Balangan Regency and the factors that influence it. This research uses a qualitative approach with a qualitative descriptive type. Data collection techniques through interviews, observation and documentation. The data source was taken through snowball sampling with a total of 10 people. After the data is collected, it is then analyzed using techniques including data reduction, data presentation, and drawing conclusions. Testing the credibility of the data by extending observations, increasing persistence, triangulation, using reference materials and member checks. The results of the research show that the implementation of the UMKM outreach expansion program in Balangan Regency is quite good in terms of: organizational structure indicators. provide encouragement, strengthen and strengthen the organization, management and business of Cooperatives, Micro Enterprises, Small and Medium Enterprises, indicators regarding work procedures are not good due to limited facilities and activity schedule indicators are not good because the schedule of activities is uncertain depending on circumstances. The factors that influence the implementation of the UMKM outreach expansion program in Balangan Regency consist of supporting factors including: There are clear technical instructions. Inhibiting factors include: Lack of empowerment and limited facilities in developing market access for industrial products of small and medium enterprises. From the problems above, the authors suggest: To the Head of the Office of Cooperatives, Small and Medium Enterprises, Industry and Trade of Balangan Regency, they should schedule routine business development and development activities, for example once every 1 or 2 months. Employees should make proposals for additional facilities and infrastructure in supporting the coaching and development activities of the UMKM outreach expansion program.
