Access to clean water is an important factor in supporting public health and well-being, particularly in coastal and island areas where freshwater resources are limited. Balikukup Village, Batu Putih District, Berau Regency, is a coastal settlement facing limited access to clean water due to seawater intrusion and inadequate groundwater quality. This study aims to analyze raw water source potential, clean water demand, and develop a Clean Water Supply System plan appropriate to the local conditions. The method employed was a descriptive study through document analysis, supported by primary data obtained from field surveys and secondary data from the 2025 Final Report on the Development of the Balikukup Clean Water Supply System. The analysis included water demand projections, raw water source evaluation, and hydraulic analysis of the transmission system, reservoir, and distribution network. The results indicate that the community still relies on groundwater for domestic needs and refill drinking water for consumption because groundwater quality is affected by seawater intrusion. The Clean Water Supply System was designed by considering projected water demand, raw water source capacity, hydraulic network analysis, and a 200 m³ reservoir to ensure service continuity. Development priorities include the provision of raw water units, water treatment facilities, transmission pipelines, reservoirs, and distribution networks, supported by institutional strengthening and community participation to establish a reliable, sustainable, and equitable clean water supply for the residents of Balikukup Village.
